This grants a 10% reduction to research of Rituals costs. This must be in a realm the Artificer may use, and of a level they may perform. (I.e. An Artificer with primary healing could use this to Research a Terrestrial Ritual or a Healer specific Ritual, but not a Wrath Ritual)
